Todd has had the privilege to work in law enforcement for the last 26 years, 23 years with the Utah Highway Patrol and as the Law Enforcement Director for the Utah Department of Natural Resources since 2018. While at DPS he accomplished the rank of Lieutenant, DPS Public Information Officer,President of the Utah Troopers Association, served on the Board of Directors for the UHP Honoring Heroes Foundation for 10 years, Executive Protection during the 2002 Winter Olympics, and received the Distinguished Service Medal. Much of his field experience was in Utah County as a Trooper, motor officer and a Sergeant. He has a Criminal Justice degree from the Salt Lake Community College. He is married to his wife, Wendy, and has three boys. He loves the outdoors and his passion is fly-fishing.

While on the Utah Highway Patrol Honoring Heroes Foundation he helped with many fund raising efforts. In the beginning of the formation of HHF, he helped with legislation that procured the ability to have the HHF license plate that went into rotation. That program now earns HHF over $100,000 annually. He had the privilege to be a part of the Utah Fast Pass. He served in many positions to include a board position with the 501 (c) 3 organization.  From 2006 to 2016 the event raised over $750,000 for the Honoring Heroes Foundation. He has a passion for helping police officers when they are in need of help. He understands the importance of making that happen.
